From 2011-2021, the allocation for development expenditures was not always fully utilised. A comparison between data in the Anggaran Perbelanjaan Kerajaan Persekutuan, which shows the original estimates, and data from the Penyata Kewangan Kerajaan Persekutuan, which shows the actual expenditures, indicates that the actual expenditures are always below the estimates, except in 2018. In the past ten years (excluding 2018), the government only managed to spend around 91% of the amount of estimates that it submitted to parliament for approval.
